Access & Rescue School: Management of Water and Flood Incidents (MWFI) – Defra Module 5

Course Overview

The aim of this course is to train existing managers to have a technical understanding of water and flood incident management (MWFI).

The course is delivered through a partnership between R3 Safety and Rescue and Red One Limited, the trading company of Devon & Somerset Fire & Rescue Service Academy. This allows for a delivery team that combines R3 Safety and Rescue’s technical background with the extensive operational flood management experience that Devon and Somerset FRS have developed over recent years.

Courses can be delivered at one of our three regional training centres (N Wales, Devon, Teesside) or at the clients own venue.

Who is this course for?

This course is designed for individuals who may be required to undertake the role of Incident Commander at a water or flood incident or act as an advisor to operational or tactical command, or to strategic command when the incident is limited to a Local Resilience Forum response.

The course meets the content and learning outcomes of the CFOA/Defra Module 5 – Water Incident Management.

  • Minimum age: 18
  • Medically fit and healthy
  • Able to swim

 Course content

By the end of the course, delegates will:-

  1. Demonstrate an understanding of the Incident Command System when applied to water and flood incidents.
  2. Demonstrate an understanding of the Flood Rescue National Enhancement Project Concept of Operations.
  3. Demonstrate and understanding of Local Resilience Forum Emergency Flood Plans and local capability register.
  4. Demonstrate an awareness of the unique challenges of a multi-agency flood response, issues of primacy and quality assurance of teams.
  5. Demonstrate an understanding of water related dynamic risk assessment and how this impacts on the incident command system, including liaison with responding crews.
  6. Demonstrate an understanding of the water rescue training guidance modules and the associated capabilities of the personnel.
  7. Have an understanding of the levels of water rescue PPE and their associated uses and applications.
  8. Have an understanding of specific water incident issues including; specialist operator skills, welfare, crew rotation, de-contamination, communications plans and emergency procedures.
  9. Have an awareness of search management techniques for rivers and floods.
  10. Have an awareness of rescue and evacuation techniques used by teams.
  11. Have an understanding of Flood Management commonalities such as; accessing and interpreting weather and flood warnings, flood warning schemes, multi-agency working, rainfall prediction, flood development, hazard identification and deployment of crews.
  12. Have a comprehensive awareness of water rescue policies, SOP’s etc and their limitations.
  13. Have practical experience of the inland moving water environment.
  14. Have undertaken a multi-phase table-top flood management exercise.

Day 1

  •  Foundation Knowledge- risks, hydrology, flood theory
  • PPE & Equipment
  • Specialist Considerations – vehicles in water , weirs, use of powered boats
  • Incident group exercises

 Day 2

  •  In -Water Practical Day including night exercise when conditions allow

 Day 3

  •  Role of the Water and Flood Incident Manager
  • TEMPOE Model
  • Weather Info, Tools and Resources (Hazard Manager, EA Mapping)
  • National Guidance & Emergency Planning (Defra ConOp, LRF plans)

 Day 4

  • Search Management for rivers and floods
  • SEA DEPTH model
  • ICS for water and flood incidents – including case study
  • Pre plan for table-top flood exercise

 Day 5

  • Resources, welfare & communications
  • Table –top flood exercise

Assessment & certification
Upon successful completion of the course, a Rescue 3 certificate of attendance and a skill sheet is provided.

Duration
5 days (For contracted courses if delegates already have practical in water experience equivalent to Defra Module 2/First Responder, then the course can be delivered in a 4 day format without the in-water day)
